West Rock Redevelopment

The four public housing projects in the West Rock neighborhood of New Haven are near the second largest park in Connecticut, are bordered by New Haven’s largest university, and are located on more than 200 acres of wetlands. However, maintenance of the 743 barracks-style housing units has been severely deferred and the site’s natural amenities have been overlooked. Instead of feeling like the serene, green neighborhood that it was once envisioned being, the area has become isolated and impoverished.

The Housing Authority of the City of New Haven hired Horne Rose LLC of Jonathan Rose Companies LLC to provide program management, financial consultation, and master planning for the West Rock redevelopment. The project team included Pittsburgh-based Urban Design Associates and the local engineering firm Diversified Technology Consultants. Our redevelopment plan brings a place-making approach that will ultimately transform the neighborhood into a traditional, mixed-income New England village centered on a town green.
