Jonathan Rose Companies is advising the National Park Service and its non-profit partner, the National Parks of New York Harbor Conservancy, with a detailed transportation analysis for the entire New York Harbor. Supported by Sam Schwartz transportation planners and Skidmore, Owings & Merrill (SOM), the analysis is an Inner-Outer Harbor Transportation Strategy for all of New York Harbor. The study examines the physical and programmatic connections between the diverse destinations throughout the entire Harbor. The goal is to create seamless Harbor-wide transportation system with both water and land-based transportation modes that would promote the individual sites and the Harbor as a whole.

The Harbor-wide transportation analysis comes out of the collaborative partnership between the National Parks of New York Harbor (of the National Park Service) and the Conservancy, as well as close collaboration with the City of New York. The National Parks of New York Harbor (NPNH) includes five national parks, such as Gateway National Recreation Area, the largest urban national park, the Statue of Liberty, Governors Island, and the newest, the African Burial Ground National Monument. NPNH is the single largest waterfront property owner in New York City, covering 27,000 acres.

The Inner-Outer Harbor Transportation Analysis is part of a broader strategic implementation planning effort that Jonathan Rose Companies is leading for the National Parks of New York Harbor. Other integrated concerns include education and recreational programming, marketing and communications, branding, and physical/capital improvements.
