The Affordable Housing Development Corporation (AHDC), a subsidiary of Jonathan Rose Companies LLC, was brought in by the Housing Authority of the City of New Haven and master developer Beacon Corcoran Jennison to build the final phase of the Elm Haven HOPE VI Neighborhood Revitalization.  Eaton Row features 30 affordable and market-rate homes sold to first-time homebuyers in an emerging neighborhood that was once New Haven’s poorest. Habitat for Humanity of Greater New Haven built three of the 30 homes to meet the specific accessibility requirements of three families on their homebuyer waiting list.

The city’s goal for the project was to create a mixed income neighborhood, both providing affordable housing for needy families, and demonstrating a demand for market rate housing. This was achieved by selling homes for as little as $103,000 and as much as $203,000. Eaton Row thus created the first market rate real estate comps in the Dixwell neighborhood. This type of asset-based wealth creation in communities helps individuals move ahead and contributes to improved schools, roads, and public services.

The new homes were designed as models of affordable green urban infill.  Drawing from architect Steven Winter’s extensive HUD PATH experience, the homes meet the highest level of Energy Star rating.  Modular housing is just one of the many PATH-promoted innovations in the Eaton Row project.  The homes also feature compact heating and cooling distribution, programmable thermostats, fiber-cement siding, low-flow plumbing fixtures, low-VOC paints, low-e windows, composite decking material, and recycled content carpet.

We also worked with The United Illuminating Company’s Conservation and Load Management ENERGY STAR Homes team to maximize the homes’ energy efficiency.  The level of insulation in the walls and roof exceeds standard home specifications. The homes include Energy Star appliances and lighting. As a result, these homes will have energy bills that are $800-$1,000 a year lower than typical New Haven homes. FNMA’s energy efficient mortgages treat these savings as income resulting in up to $16,000 in additional mortgage proceeds for the buyers.
