Burnham Building

The Burnham Building, an old wood frame and masonry structure built in Irvington, New York in 1881, sits on the corner of Main and Astor Streets, directly across from the Metro North Railroad Station.  The redevelopment of this building is a model of collaboration between a village, its residents, the County, the State, the Federal government, a for-profit developer and a not-for-profit organization.

The Village was keenly aware of the lack of affordable housing in Irvington. It was also aware that its library was too small to serve the increasing needs of its residents. After a comprehensive public participation process, the Village Board chose to form a public/private/not-for-profit partnership with the Affordable Housing Development Corporation, a division of Jonathan Rose Companies, as developer; the supporters of the Village Library, as funders of the Library improvements; and the not-for-profit Greyston Foundation, as owners/manager of the affordable housing.  In order to assist with the affordable housing development, the Village Trustees created a special zoning district to encourage the development of affordable housing.  The first floor space (10,000 square feet) was redeveloped as the Village Library, including an ample public meeting room, computers and internet access.  The upper floors were redeveloped into twenty-two units of affordable rental housing reaching incomes between 30-60% of area median income.

The Affordable Housing Development Co. managed all aspects of the design, construction and the complex financing of the project. Green features of the building include a solar-powered glass enclosed community room on the roof, recycled cellulose insulation, triple glazed windows (also to mitigate train noise), high efficiency mechanical equipment, low VOC paints and hardwood flooring.
